When you ask the price of one thing, use is.
How much is the necklace?

Plural - HOW MUCH ARE …?
When you ask the price of more than one thing use are.
How much are the earrings?
They're $25.00

Samantha: Hi. Can I help you?
Maria: Yes. How much is this black necklace?
Samantha: The black necklace is $15.25.
Maria: $15.25?
Samantha: Mmm-hmm. [yes]
Maria: That's expensive. Ummm. What about this white necklace?
Samantha: The white necklace is $35.95.
Maria: $35.95?
